„Half a loaf is better than no bread” means something is better than nothing, even if it's not the expectation. For example, you apply for two jobs, one you always wanted and another that is not your type and you get the second one; although it's not the one you wanted, at least you did get one. It's considered a positive way of thinking, similar to the half full glass, at least there's a half in there.
